Debate Fact Check #7: Cap-and-Trade

THE TRUTH ABOUT…Tom Campbell’s flip flop on cap-and-trade.

CLAIM:
Tom Campbell has never supported a cap-and-trade system.

FACT:
Tom Campbell has consistently supported job-killing environmental legislation. While serving in Congress in 1997, Tom Campbell co-sponsored federal legislation that would have established a cap-and-trade system for emissions. He also supports AB 32, California’s climate change law, which creates a cap-and-trade system.

Campbell Claims To Have Never Supported A Cap-And-Trade System. “One proposal to reduce CO2 generation is imposition of a ‘cap and trade’ system such as the one advocated by Sen. Barbara Boxer. I have NEVER supported cap and trade, and the reasons are clear. Cap and trade would create the greatest degree of intrusion by government into the management of US farms and factories that we have ever seen if a comprehensive program were instituted. The government would have to monitor every source of CO2 in the US in perpetuity.” (www.campbell.org/ideas/environment, Accessed 4/29/10)

But In November 1997, Congressman Tom Campbell Co-Sponsored H.R. 2909, Which Called For A Federal Cap-And-Trade System For Emissions. (107th Congress, H.R. 2909, Introduced 11/7/97, Tom Campbell: Co-Sponsor)

Earlier In 1997, Congressman Tom Campbell Co-Sponsored A Resolution Calling On The U.S. To “Take A Leadership Role In Negotiating An International Climate Change Agreement.” (107th Congress, H. CON. RES. 106, Introduced 6/25/97, Tom Campbell: Co-Sponsor)

Campbell Supports California’s Job-Killing Global Warming Solutions Act. “It is difficult to see the environment as a determining issue in the GOP primary, where Poizner more quietly takes the same position as Whitman while Campbell favors AB 32. Republicans historically have not picked candidates according to their positions on the environment.” (Phil Trounstine and Jerry Roberts, “Whitman’s Environmental Gamble,” Los Angeles Times, 1/11/10)

Campbell On AB 32: “You Can Make It Work Without Hurting The Economy.” “‘If you are inclined to make it work, you can make it work without hurting the economy,’ said candidate Tom Campbell, a former dean of the Haas School of Business at the University of California Berkeley. Campbell, a former member of Congress, touts lowering business taxes and then imposing a carbon fee to encourage industry to slow its use of fossil fuels. The result would be less reliance on foreign oil, fewer greenhouse gas emissions and a neutral tax structure that would benefit the economy and environment, he said.” (Michael Gardner, “Emissions Initiative In Whitman’s Cross Hairs,” The San Diego Union-Tribune, 10/5/09)

Campbell Believes AB 32 Can Work “Without Hurting The Economy.” “‘If you are inclined to make it [AB 32] work, you can make it work without hurting the economy,’ said candidate Tom Campbell, a former dean of the Haas School of Business at the University of California Berkeley.

September 2009, Campbell Keeps Door Open For Federal Climate Change Legislation By Saying He Believes California “Should Not Act Alone In Setting Regulations.” “Issue: Climate change; Tom Campbell: Supports mandates to reduce emissions that cause global warming that have minimal effect on the state’s economy. Believes California should not act alone in setting regulations.” (“Where Candidates Stand On Key Issues,” San Francisco Chronicle, 9/13/09)
